「鳥不起城市」，一座立於孤島上的現代城市。在企鵝市長管理下，不懂飛翔的雀鳥市民們在幸福快樂地生活。
數月前，這裡開始流行名為「飛行病」的疫症，患者幻想自己懂得飛翔並從大樓高處墜下身亡。
而擔任夜更外勤記者的長耳鴞「鷹雄」，努力工作只為傾慕的金絲雀女主播，卻意外捲入連串事件。他決意化解疫情，拯救這座「鳥不起城市」！
在創作過程中並無任何雀鳥因此遭虐待、受傷或死亡。
