Due to Imaginative Reality Citizens' ability and threat towards MEPA varies, the solutions are different, below are the stages of acceptable force.
Stage I: All normal situations are located as Stage I, all MEPA members are allowed to equip with level 4 (or below, American Standard) weapons for self-defence, but only when received higher authorities' approval or in life threatened situations, otherwise members' are required to report to the military court. All ABC weapons (Atomic, Biological and Chemical weapons), Mass destruction weapons or Forbidden Weapons are unauthorized. (Please check Forbidden Weapons list for more information)
Stage II: When smaller conflicts occurred (affected areas less than one imaginative/Physical Reality's area), and it doesn't involve any political, economic or cultural issues, certain areas will be listed as Stage II. (e.g. Mass Riot) MEPA Prosecutors are allowed to equip with level 4 weapons for Non-lethal interfere. Other Members are allowed to equip with level 4 weapons for self-defence. All ABC weapons, mass destruction weapons or Forbidden Weapons are unauthorized.
Stage III: When conflicts have evolved to a full conflict inside an area, and have minor disruption to political, economic or cultural issues, that area will be switched to Stage III, MEPA Regular Army will surround the targeted area and interfere (with the permission of local government). ABC and Mass destruction weapons will be classified as considerable solutions.
Stage IV: When conflicts have affected several areas or large force declares war on MEPA, Stage IV will be activated, all non-forbidden weapons are considerable solutions. MEPA Regular Army will also interfere and protect both Reality's Safety, 2nd Field Army will provide Intelligence and Frontline Reinforce, except 1st, 13th, 14th and 17th Field Army, MEPA Members can apply Regular Army or Mobile Task Force as reinforcements.
Stage V: If any special case happens or anyone uses Forbidden Weapons, Stage V will occur, all non-Regular Army or Mobile Task Force people, please transfer to the nearest shelter immediately. Central-area Prosecutor should assist nearby citizens for evacuation. If First Contact Diplomats notice any local-area citizens did not follow the evacuation procedures, please contact the Regular Army or MTA, do not try to help them alone. All weapons including forbidden weapons can be used immediately.
