兩條互斥的警務指令、兩份足以動搖整座城市的證據，以及三層凌駕於法律之上的底層協議，將一名人類律師捲入權力角力之中。
當司法部不惜動用上訴權推翻既有判決，這場圍繞事故真相的博弈，也將決定Ｘ城究竟走向法治的復歸，還是走向被全面接管的惡夢開端。
