I’m glad you mostly like what you’ve read so far. Thank you for your input as well. 
For now the chapter in front of the name of each chapter are place holders. That’s the only reason why it’s that way. As I’m experimenting with a new style of book. 
In the record keepers point of view it’s supposed to be first person because it’s him in current times. 
Each chapter is a piece from her diary, so it’s past tense. Which is why it’s written in third person. 
Again I’m still figuring this all out. That’s why this has been such a long process so far. I know it’s not common to mix view points in books, but I have a purpose for it. That’s why I’m having people read it so I can try to make the proper adjustments to achieve what I’m trying to do with proper transitions. However, I also don’t want to confuse the reader. So there are many, many edits to come.
