2025年，經歷疫情長年累月的肆虐下，和城的教育經濟等方面都受到嚴重打擊，而經歷疫情又萬千寵愛在一身的新一代都投入社會，他們的加入亦促成新的簡稱出現，TT(Trash of trash)，一批高學歷但毫無做事能力又經不起壓力的人。這群TT投身各行各業，導致TT苦主群組出現，各人都標記各種不符合資格的人士出現。同時亦有不少唯恐天下不亂的人士散播各種以假亂真的資訊。在各人都失去信心的情況下，為了盡快平復社會的狀況，由各行各業的專業人士領頭下，牌照署迅速誕生。各種各樣的能力，小至行路，大至醫術，都統一記錄在網上，並有清晰的界線分出各種能力的等級的要求。為了証明自己的能力，社會大眾如同再次陷入求學時期的考試時期。幾百萬人在三個月內進行多次考核，為的就是要記錄自己不同應能力的等級。


由此開始，和城裏的人又多了一句口頭禪--考牌啦你
