When autumn comes, just look up at the sky. You will see more and more dark clouds gathering there. The reason is simple: Snowflake Cities are built upon them, their shadows slowly covering the land below. And their citizens are getting ready for winter.

Snowflake City is a place like any other. There are snowflake houses, snowflake streets, and snowflake shops with white snowflake blouses. Of course, only snowflakes live there, and they all wait patiently for winter to arrive.
The coming of winter is announced by the Mayor of Snowflake City. She is the most beautiful snowflake of them all, the wisest and most gentle too. Day after day she observes the weather closely, and when the time is right, she walks out to Snowflake Square.
In the very centre of the square stands a tall tower, and at its top hangs a bell made of ice, swaying gently in the breeze. Only the Mayor can ring it without breaking it. Ding-dong, ding-dong — the bell sound echoesacross the snowy clouds and announces the arrival of winter.
All year long, the snowflakes look forward to this moment. As soon as they hear the bell, they drop everything and hurry to the square. So many snowflakes rushing to the same place at once — it looks like a great snowstorm! When they are all gathered, they form long lines and wait. Wait for the Mayor’s Great Choice, the most important ceremony in Snowflake City. And this is the most important moment in the life of every snowflake.

First, she calls the names of the snowflakes who have behaved well throughout the year. They step forward to the front of the square, smiling. Then come the names of those who were not so well-behaved. They stand in the middle. And at the very end of the list are the naughty snowflakes who caused mischief all year long. They walk to the back of the square with a look of disappointment.
When the list is finished, the Mayor leads all the snowflakes to the very edge of the cloud. From there, the land of humans is clearly visible. She takes a whistle made of icicle, lifts it to her lips, and blows three strong blasts, sharp and crystal clear.
Almost at once, a curious wind peeps out from behind the cloud. He is known as the North Wind, both by people and by snowflakes. He is cold and powerful, often mischievous yet loyal, and now he waits for the Mayor’s signal.
Once she gives it, all the snowflakes leap onto his mighty back. Off he goes, and within moments he is rushing through the air. The snowflakes tumble down from him like white feathers scattered across the sky, falling towards the earth. And when this happens, people usually say: “It’s snowing!”
The best-behaved snowflakes land on gardens and playgrounds, on people´s faces and behind the collars tickling the skin, making children happy. Children play with them all winter long, building snowmen and throwing snowballs.
The less well-behaved snowflakes fall onto fields and hills and pile up into soft blankets. Children love them too, for they make perfect sledging slopes.
But the naughty snowflakes from the end of the list fall on the worst places — streets and pavements. There they are useless, trodden upon, dirtied, and quickly swept away as they turn grey and melt under impatient footsteps. That is their punishment for misbehaving in Snowflake City.
From high above, the Mayor watches carefully and feels satisfied. What a wonderful winter she has created this year! And all the snowflakes who remain with her must wait another year with hearts full of hope — to grow, to become strong, and at last to be chosen for the great snowfall.
