這裏是O 市，一個罪惡之城。城市中的政、軍、警、黑都腐化在骨子裏，居民都生活資本高壓又沒有公義的痛苦。這是一個法律面前人人不平等的城市，有錢人、高官殺人放火最後無罪比比皆是。


雖然O市長名義上是權力最高者，但由於貪腐嚴重，實際上是誰的錢多就擁有最大的話事權。城市分為三大區域，分別由不同的團體管理。 政軍管高尚區；警黑管中產區；而軍、警、黑共同分享貧民區的民脂民膏。由於黑道的門路、人脈都最大最廣，政軍警黑中以他們的持分最多，其次是軍和警，最後才是政府。
