The Japanese system considers the former heroic, but it doesn’t participate in it. It participates in the latter. So, in a way, Sasuke was always doomed to fail as the concept of Konoha is very group-work orientated.
The group work doesn’t have anything to do with being fascist or not. In fact, Japanese group-work environments create the most hostile mindsets for the ones outside the group. It becomes us versus them in the most volatile manner imaginable.
In such a set-up, Indra would’ve never succeeded as he and his incarnations represent what people find heroic and ideal, but when it comes to the actual participation, they prefer to be part of the herd. That’s why India, Madara, and Sasuke lost, and Ashura, Hashirama, and Naruto won.
