西元2300年，地球因人口爆炸、飢荒四起，而引發第三次世界大戰，此時科技早已把以往的海陸空升級到星際規模，最後在一顆名為「毀滅之子」的隕星級砲彈的威力下，數千年的人類文明付之一炬，倖存的人類聚集到最後一座城市-賽維爾，人們以賽維爾為中心，開始修復這破敗的星球。過了數百年，繼賽維爾之後，又陸陸續續興起許多城市，最後共同組成新的國家-盧瑟聯邦，而政府為了避免幾百年前的慘劇再次發生，使用一種名叫「Minder」的系統，監控並操縱人民的意識，此舉立即引發民眾的不滿和反抗，但在Minder的控制下，盧瑟聯邦的地位依舊無法動搖，然而有一支反抗軍以特殊的修練方式和科技，得以不被Minder控制，這支軍隊被稱作革命軍、反抗者，但最廣為人知的稱號是-不眠者。
