但２３條下的煽動罪，據新聞報道指不必證明煽動意圖。所以所謂的「合理辯解」，到底被告有沒有辯解的機會？🤔

另一則報道又指２３條立法後，罵內地自由行也算挑起港人對自由行的仇恨，屬煽動罪。所以哪怕自由行做得多麼過分甚至犯法，例如來港搶劫或碰瓷，只要我們講出事實都犯了煽動罪？🤔 

若連事實都不能講，意見也不能表達，那麼《基本法》２７條的言論自由是不是已經作廢？
