在不遠的未來，可以探測人類情緒指數的儀器問世，世界各國因而推行了「健康快樂法案」，以此監測並控制人類的情緒，全球的自殺及犯罪率因而有著顯著的下降。

享譽盛名的國際大都市H市，已經推行法案達到第十個年頭，年少的街頭歌手奧狄斯討厭法案所帶來的社會影響，整個潮流文化都變成以快樂為主，在電影院上映的幾乎都是喜劇，綜藝節目長期保持高收視率，仿佛整個世界只有快樂這一個情緒。

在H市政府慶祝十週年的前夕，奧狄斯遇上了改變他往後人生的少女，他因此加入了反法案組織「Blue Mood」，從而成為了改變世界的標誌性人物。
