相隔一個月，全民式行動再度即將開始，原本打算再來個200萬人遊行，可是遊行被禁，只剩下集會。

一開始，也許有人會覺得被淋了一盤冷水，覺得會令人數減少；然而換一個角度看，也許是一個契機：流動的200萬人化成靜坐的200萬人，造成的視覺與實質衝擊將會更大，也許會成為史上最大面積的人堆。

當然，前提是要有足夠人口。
