故事發生在繁盛的嶺南首府廣陽城。廣陽依山傍水，處於陽江的匯總處，被稱為「海上絲路」，十分繁盛。城中有一幫派名為九龍幫，其幫主陶鐵手武功高深莫測，號稱未逢一敗，麾下幫眾平日樂善好施，在廣陽城中享負盛名。實則陶鐵手卻是道貌岸然，與城中富豪趙荼販賣五石散謀取暴利。

某日，陽江河賊海沙幫幫主夏白收到一封神秘信箋，信中內容是趙荼收藏五石散的地點。夏白與趙荼也許是有私怨，立即便把這一大批剛剛運到廣陽碼頭的五石散劫走。離開廣陽的途中，夏白遭到神秘人韓非截殺，整個海沙幫上下無一倖免於難，那批五石散亦被韓非奪去。

另一方面，廣陽城中有一名年輕俠客歐陽昭。這歐陽昭師承彼岸大師，年紀輕輕劍法卻極是了得。他平日鋤強扶弱為民除害，有時候又幫官府追捕通緝犯，廣陽城民眾都很是喜愛這個年輕俠客。

可是，歐陽卻被懷疑成屠殺海沙幫的兇手，原因卻是兇案現場留有他的大名。

本來，歐陽昭對這明顯的插贓嫁禍並不在意，但慢慢地，他卻發現自己陷入韓非設下的一連串陰謀之中......
