時值公元2079年，地球環境因大肆污染和全球暖化而日益惡劣，各國之間的分歧亦因為能源恐慌而趨白熱化，地球變得不再適合人類居住。一些有先見之明的國家開始準備為人類尋求出路，當中最有名的當數聯合國安理會第3112號決議－又名玻璃化方案，目的是建造不同形式的避難所來收留逐漸增多的氣候難民，作為日後文明重建的種子。但同時玻璃城也在被列強改造成他們支配世界的籌碼，一場秘密戰爭也就此無聲無息地開始了。

然而，玻璃城的幕後操縱者早已另有其人，其被建造的真正目的是列強、聯合國甚至是世人皆始料未及的‥‥‥

在環保團體的百般阻撓之下，第三座玻璃城將會於兩星期之內建成。正當聯合國的投資人終於可以鬆一口氣時，總督格蘭托卻不以為然，他要為新一輪襲擊做好準備‥‥‥
