《霓虹之下：矽之夢》是一個發生於廣東國統治下的香港的故事。

香港，又或者叫香港民政廳，是一個實際由四大財閥控制的地方，它被打造成「賽博龐克」風格，在尖沙咀，你可以看見索尼的「索尼全息尖塔」、三菱的「汽車專賣店」等等⋯⋯

檯面上，香港好像是有那麼一回事。檯面下，卻是被當作奴隸的人們，用血汗支撐着這些企業的基層，自己卻不會得到任何好回報。

至於郊區和碼頭，是另外一種「繁榮」，日本駐港憲兵和警察永遠不可能完全控制這些地方，所以這些地方一般由日本黑道或者本地幫派控制。

走私？風險大。

打工？沒有回報。

在這個畸形的社會之下，你不能選擇某一方然後一勞永逸，任何人下一秒都有機會在工廠累死，被憲兵打死，又或者在幫派火拼中被射死。

究竟要怎樣才能在這個城市中生存⋯⋯？
