小氏和小望是兩個住在東城的女孩，一個跳舞，一個看書。禁令來了之後，她們決定去參加一個叫「人人都跳舞」的比賽——因爲上面寫了人人都跳舞，而她們也是人。
這個故事關於舞蹈、關於身體、關於兩個女孩在一座不讓她們跳舞的城市裏，用十六分鐘說了一些說不出口的話。
