When I have writer's block, I run out of words or don't know how to continue the story. I usually end up looking at concept art or going through my handy little notebook of ideas. In that notebook I have story ideas, place names, character names, and jobs for characters (everything from alchemist to captain of a ship). That usually helps me gather my ideas. Then I make an outline of my entire plot from start to end. After the outline, I write whatever comes to mind for the story, even if it's out of order. If there are spaces that seem disjointed, I fill them in a way that seems natural and flowing.
