1930 年，動盪初起的時代。
在日本治理下的台灣正逐漸現代化。

南方港都 - 高雄，一名青年白天是日本書店的店員，夜晚則為祕密抗日組織「打狗會」的領頭之一。

一晚，潛入高雄州廳的行動，本能憑藉他的周全計畫全身而退。卻因一名功夫拙劣的義賊導致行跡曝光。
