故事總綱：

圓滿市，黑道與政府一直處在微妙的完美平衡，表面和平的都市，在各方黑道，與政界以及神秘勢力彼此在檯面下角力，而一群年輕人正在這些勢力下，嘗試隱藏在這些人的周遭，以自身的能力與正義感，維持著城市內的穩定與和平。

故事舞台設定於表面和平、實則暗流湧動的「圓滿市」。這座城市的黑道、政府與神秘勢力長期維持著微妙的平衡。各派之間明爭暗鬥，而在這些勢力的夾縫中，一支由年輕人所組成的團隊——「無能特攻隊」，正暗中行動。他們各自懷有不同的超能力，卻都被視為「無用」，因此選擇以自己的方式守護

城市的秩序。

而隨著時間過去，隨著任務被發掘的真相背景似乎越來越不單純...
