在這個世界。



人一出生有0.002%可以獲得「特殊能力」，擁有特殊能力的人。



被稱為——「能力者」。



一出生就要登記能力、年齡，住處等個人資訊。



一到五歲，就會送進特殊地區管理超能力使用，而那有個響亮的名字為——「天選之地」。



在天選之地，能力者們依循嚴密的等級劃分，被精準訓練與管理，其能力也被利用來推動世科技發展。


那裡除了有傳統的監視器外，還有由觀察系能力者所創造出的「全視網」，能夠隨時看天選之地戶外的任何一個角落。


一旦偵測到危險，就會派出對應的機器人去處理。



然而看似天堂的地方，卻有著大部份人不知道的秘密……
