世界曆1939年，桑尼亞帝國入侵鄰國普萊茵共和國，第二次世界大戰爆發。

桑尼亞人很快征服大洲的大部分地區，僅剩東方的盧西亞聯邦和西方海島上的維克托利亞聯合王國仍在抵抗。

帝國稱霸大洲的關鍵在於他們的新型兵器，「魔女」，那是一群白髮紅瞳的少女，她們有著強大的力量，甚至擁有特殊能力。

聯邦透過間諜竊取情報，得知了帝國的秘密，「零號魔女」。

「零號魔女」是所有魔女的源頭，只要殺死她便能無效化魔女們的超能力，於是聯邦派遣一支由勞教營罪犯組成的特殊部隊前往桑尼亞，目標是殺死「零號魔女」。
