六年前，「契約之書」的力量落入人類之手，「新政府」得以參與波瀾壯闊的「突變種戰爭」。


大部分普通人類依靠「契約之書」的力量，得到了長壽的壽命，長壽的恩賜讓人類得以與「突變種」和「新人類」抗衡，然而，在強大力量的影響下，人類的本性卻逐漸暴露無遺。


「完美秩序」派出強大戰力「秩序先鋒」，進攻遍佈下等突變種的國度，與「萬花·安寧」的兒女——「萬花·亞力克」和「萬花·媂」展開激烈的拉鋸戰。


而人類「新政府」的介入，使戰局陷入膠著。


然而在這六年間，人類卻露出了真正的本性，擁有「契約之書」力量的人類，漸漸厭倦了戰爭的犧牲。


他們寧願選擇依賴「契約之書」的力量，過著安逸的生活，甚至有人將「契約之書」奉為信仰，他們依靠「契約之書」，在短短兩年內建立了「銀帝國」這個新的國度。


諷刺的是，雖然還是有一群人類在支撐著「新政府」，但支離破碎的「新政府」，如今卻依賴著強大的突變種「龍人」來維持戰力，其中還隱藏著一位神秘的貓頭突變種……
