在近未來的香港，城市長年積壓的怨恨、羞辱與惡意，終於以另一種形式反噬人類——「害獸」。
它們曾是普通人，被語言、制度與生活一點一滴啃噬，直至人格崩塌、身體異變，成為失去理性的怪物。政府成立「害獸調查局」，以清剿之名，將一切歸類為必須消滅的威脅。

林漢娜，曾是一名普通女孩。父母在害獸事件中慘死，留下一條無法回頭的道路。她選擇加入「害獸調查局」——為了親手獵殺那些奪走一切的怪物。

漢娜卻發現自己正逐步踏入與害獸相同的深淵——情緒失控、身體異變、理性動搖。她比任何人都清楚，害獸並非外來之物，而是人類在極端痛苦下的另一種形態。

當獵人逐漸接近獵物的本質，漢娜必須在成為英雄之前，先回答一個問題：如果仇恨能拯救世界，那她還算是人嗎？

小明，被官方定義為「害獸」的人類之一。在異變之前，他只是城市裡最不起眼的失敗者；在異變之後，他成為整個制度最想抹除的證據。

當調查員追捕害獸，當害獸回望人類，界線開始變得模糊——究竟是怪物誕生於人性之惡，還是這座城市本身，才是真正的害獸？
