在這個不斷下雨的時代，沒有一個地方擁有著所謂的「天晴」，但位於亞洲的台灣卻有一座一直保持晴朗的城市，那就是有著雨港之稱的「基隆」。在舊世代的觀念之中，＂基隆＂一直脫離不了雨港的稱號，但一直到了2053年的現在，卻只有基隆有著人們印象中燦爛的太陽。
