I had this book idea recently which takes place in the industrial revolution. It follows Sherlock holmes(or some other detective) and he uncovers X-men like mutants. It can be for any reason and it can also be used as a way to highlight the problems in Victorian society and how people who weren't perfect were often branded as insane or monstrous. In a nutshell it's Sherlock Holmes meets Jeckyll and Hyde :)
