You got it right with Magpie and her cautious nature. Actually Shadow doesn't let anyone order him about but you can leave it like that since he will do anything to manipulate Magpie and fool the others around him.
Is it just me but leaving Gideon and Caecius not tied up is not what Magpie or Shadow would do. Unless it is a part of your plan.

@FionaDaydreamer, Okay I see, but no that's not in the plan. I didn't know they had something to tie those two up, even then they would break out of it quickly.

I leave it up to you-

-I'll edit it so they tied them up with sonething and they get out.
