For many, pain set at a level 10

someone who suffers this kind of pain chronically, it only makes sense
that someone in that situation would rely too much on painkillers, be
they OTC or prescription, medically abusing such medication just to meet
the default standard of living others have without this medication.
Therefore, could it ever be fair to propose to such a person that they
avoid such medication in the first place, when to them, there appears to
be no other outlet of relief? Clearly neither choice is a permanent
solution, but what can one do when they are faced with no other option? It's
times like these where I feel most sympathy for those who suffer
chronic headaches/migraines; they live lives very different from
ordinary people.
