一開始可能還有能力抓一堆人上去，但隨著往後的經濟崩壞，可能連政府也沒錢養起那麼多執法人員（而且沒利用價值的執法人員在通過後當然也會被順手處理掉），所以大概最後連執行法例的能力也會變弱
